In view of the evolving health situation and government decisions, the FFC Executive Board has decided, with immediate effect, to re-authorize the organization of “amateur” cycling competitions across all disciplines and categories. “Upon reading the June 8, 2020 instruction from the Ministry of Sports, issued following the publication of decree n°2020-663 of May 31 prescribing the general measures necessary to deal with the covid-19 epidemic within the framework of the state of health emergency, it is clearly explained that competitive practice is not prohibited, with the exception of team sports and combat sports. It is also specified that this competitive practice can only take place in compliance with the health rules in force provided for by the same decree of May 31, 2020″.
The French Cycling Federation specifies that “this authorization is, of course, subject to the application of the following cumulative conditions“:
- Organizers must comply with the sports regulations issued by the FFC and its decentralized bodies, as well as the resulting registration and pricing rules for events on regional calendars;
- For events taking place on public roads, compliance with the FFC’s technical and safety rules, as well as the administrative declaration procedure to the prefecture or the commune concerned;
- Compliance with the health rules in force on the day of the competition, whether relating to interpersonal distancing or to gatherings.
The FFC Executive Board emphasizes “the evolving nature of these provisions and reminds that, as of today and until further developments, sports practice cannot involve gatherings of more than 10 people, with respect, within the same group, for an interpersonal distance of 2 meters“.
Regarding this notion of gatherings limited to 10 people, the FFC specifies “that this is a measure of the flow of people simultaneously present at a given location on the same site (public road, public or private practice areas), which does not prohibit receiving a larger total number of people, provided that interpersonal distancing rules are respected and that each group does not exceed 10 people“.
Concerning the health rules relating to the organization and supervision of competitions, a guide of recommendations for the different disciplines will soon be made available to organizers by the Federation’s services.
